IT Governance – summary of JISC and other related resources

Some common themes that emerged from the presentations:

· Common understanding required, simple messages and Senior Management buy-in

· Key concepts; Processes, Change Management, Project Management, Risk Management

· Evaluation and providing evidence of tangible benefits

Existing Resources

The infoKits on P3m (Portfolio, Programme and Project Management), Risk Management, Process Review and Change Management are of particular use in supporting IT Governance – see http://www.jiscinfonet.ac.uk/infokits

Other tools and techniques (http://www.jiscinfonet.ac.uk/tools) can also be of assistance.

JISC Enterprise Architectures pilots – further information at: http://www.jisc.ac.uk/whatwedo/programmes/programme_elearning_capital/enterprise_architectures.aspx (a briefing paper aimed at raising awareness is imminent).

The JISC SOA animation is available at http://www.jisc.ac.uk/whatwedo/programmes/eframework/soa.

The JISC-CETIS service will be producing an SOA pack early next year.

A presentation on ‘The e-Framework, Enterprise Architecture and SOA’ is available at http://www.jisc.ac.uk/media/documents/events/2007/03/e-framework_soa_ea001.pdf.

JISC infoNet’s Strategy Planning and Implementation initiative – due for completion in November 2009 – will include high level guidance and advice on strategy and how the ‘strategic conversation’ can map the operations within an institution to the strategic aims – see http://www.jiscinfonet.ac.uk/strategy-planning.

JISC infoNet will also be launching an ‘infoKit framework’ on Shared Services alongside the launch of the Scenario Planning infoKit at the UCISA CISG conference 2008.

JISC infoNet are working with JISC, UKERNA and JA.NET to produce UUK-endorsed guidance for institutions considering outsourcing their email (in the first instance, but it could be extended to cover other information systems) to externally-hosted 3rd party providers. This is intended to help institutions consider all the implications and ramifications of going down this route (security, IPR, preservation, disclosure – particularly to US security agencies, management and control etc).

The question was posed about the differences or synergies between IT Governance and Information Governance. Does this parallel the IT/Information Strategy debate? Is it the information that we need to govern, even though it gets the IT Governance label? If so the following resources on more general Information Governance will be of interest.

The JISC Information Governance Gateway http://www.jigg.ac.uk/ acts as a ‘portal’ to information, resource and news items in this field – including a link to the UCISA Information Security toolkit

The Information Lifecycle infoKit (http://www.jiscinfonet.ac.uk/information-management) is designed to ensure that issues relating to information management and governance, throughout the lifecycle of information are considered at the outset – prior to new systems or processes being designed.

Other JISC Services, such as JISC Legal (www.jisclegal.ac.uk) also provide support in this area.
